The charge on an electricaly insulated conductor can not change but
what can happen is that one end of the conductor when heated gives the
'free' electrons in that end of the metal more thermal energy so they
have higher velocities and as a result randomly drift away from the
heated end.  The shift in charge distribution is detected as drop
in charge concentration at that end of the rod.
